The Carl D. Perkins Career and Technical Education Improvement Act of 2006 (Perkins IV) creates changes in accountability in career and technical education. These changes affect both High School and Post Secondary Heating, Ventilation, Air Conditioning and Refrigeration (hvacr) programs.
Understanding federal legislation is never easy, especially when it is contained in 27,460 words written in an 8 point font. That is why Dr. Patricia Stanley, from the United States Department of Education (Deputy Assistant Secretary - O.V.A.E.) attended the HVAC Excellence National HVACR Educators and Trainers Conference where she presented first hand the new requirements.
Under Perkins IV Federal Legislation, career and technical programs including hvacr programs, MUST lead to an industry recognized Student Outcome Credential.
Perkins IV is all about accountability and Third Party Student Outcome Assessments assure tax payers that they are funding programs that provide students with employment ready skills.
As required by the Code of Federal Regulations, organizations providing third-party validation cannot be affiliated with or housed at a trade association or membership organization from within that industry.
HVAC Excellence, an independent not-for-profit organization, meets the Code o Federal Regulations stipulations as separate and independent of industry managed trade associations and can help hvacr programs satisfy their Perkins compliance with several Student Outcome Assessment programs.
HVACR programs should not wait and risk losing funding. They should call 1-800-394-5268 and find out more information on the new federal regulations or visit: www.hvacexcellence.org.
